The fact that Khamenei refrained from attacking Rouhani for criticizing the hardliners and the Guardian Council, one of the most important institutions in the Islamic Republic, may mean that he prefers to compromise with the reformers rather than directly confront the administration, thereby protecting his regime from unforeseen or unanticipated consequences.
In today’s meeting between President Rouhani, his cabinet, and the Supreme Leader, in spite of what many Iranian hardliners expected, Khamenei did not discuss any of Rouhani’s recent comments regarding the upcoming elections or the Guardian Council. His silence in such important matters (and unheard of with the previous presidents such as Rafsanjani and Khatami) illustrates that he may not want to directly confront Rouhani. In the same way that Rouhani indirectly criticizes the Supreme Leader by censuring the institutions under his control, Khamenei typically utilizes Sepah, as well as the hardliner clerics and the newspaper Keyhan, to denounce the reformers and Rouhani. This time, however, he simply stated that nothing should be said that would mar the unity of the nation.
